The present Technical Assistance is a component of the Sector Reform Contract: “Transformational climate-smart and inclusive agriculture in Rwanda”.

The Overall Objective of the Sector Reform Contract is ‘to consolidate the sustainable agricultural transformation in Rwanda’.A Team Europe Initiative (TEI): ‘Investing in sustainable and inclusive agricultural transformation”’ East Africa, Rwanda, is also part of this project.

The Specific Objectives of the Sector Reform Contract are:

  • Support Rwanda’s agricultural transition to socially and environmentally inclusive food systems;
  • Support Rwanda’s environmental and climate sustainability;

The expected results of the SRC are the following:

1. Contributing to Specific Objective 1:

1.1. Increase of employment and income in rural areas for farmers and SMEs.

1.2. Consolidation of inclusive, gender-sensitive and environmentally sustainable agricultural policies and high-value product value chains.

1.3. Improved extension services at local level, including women’s access to services and participation in decision-making processes.

1.4. Enhanced nutritional status of smallholder’s farmers (promotion of nutritious food-systems).

2. Contributing to Specific Objective 2:

2.1. Enhanced resilience of rural households to climate change and consolidation of climate change-biodiversity co-benefits, following a human rights based and gender-sensitive approach.

2.2. Improved planning, implementation and reporting on climate adaptation measures at both central and local level, following a human rights based and gender-sensitive approach.

 

Key expert : Team leader/coordinator/Capacity building (indicatively 880 working days)

 

He/she will be in charge of the overall management of the project in terms of priorities, content, policy dialogue, ensuring overall coherence of approach, linking with other stakeholders, ensuring adequacy to the needs the objectives and purposes of the team and delivering timely quality outputs.

The team leader will act as an overall coordinator of activities and planning.

Additionally, the team leader will also be the focal point for this technical assistance to the sectors ‘donors.

He/she will be leading the development of capacity building plans, linking with relevant central and local institutions and stakeholders, identifying priority needs and requirements, monitoring all technical inputs and ensuring the timely delivery of quality outputs.

 

Qualifications and skills

Minimum requirements:

 

  • Master’s degree in Economics, Agriculture economics, Agronomy, Public administration, or equivalent professional experience of at least 12 years;
  • Proven management, coordination and leadership skills;
  • Proven knowledge of public policies and programmes/project in the area of agriculture and climate action in agriculture;
  • Proven knowledge in capacity building in public institutions;
  • Excellent English communication skills both orally and in writing; at least C-1 level proficiency in English

 

Preferred requirements:

At least B-2 level proficiency in French.

 

General professional experience

A minimum of 12 years of experience is required.

Minimum requirements:

  •  At least 10 years of experience in project management in the sectors of agriculture or climate change;
  •  At least 8 years of experience in advising or implementing policy-based strategic planning in the agriculture and/or environmental sectors;
  •  Professional working experience managing sector budget support (Sector Reform Contracts).

 

Considered an asset:

  • Similar experiences in Sub-Saharan African countries

 

Specific professional experience

Minimum requirements:

  •  6 years successful professional working experience in supporting institutional reforms and strategies in relevant sectors for this technical assistance;
  •  At least 3 professional working experiences as team leader, managing experts’ team;
  •  At least 2 professional working experiences embedded in technical ministries or national implementing agencies;
  •  At least 3 professional working experiences in institutional capacity development (including elaboration of capacity building plans, training needs assessment and experiences in training, etc…).

Considered an asset:

  • Professional working experiences with local or decentralized authorities;
  •  Professional working experience in twinning and peer-to-peer;
  • Professional working experience with the EU

Key expert : Agriculture policy advisor

He/she will provide regular policy analysis in the areas of agriculture and climate action in agriculture as well as in the areas of climate –smart agriculture and regenerative agriculture.He/she will supervise thematic studies and deliverables from Non-key experts in the agriculture sector.

He/she will be involved in collaboration with the EU, European Member States and the Rwandan Government in the implementation of the overall Kigali Wholesale Market Project and related Team Europe Initiative (TEI): ‘Investing in sustainable and inclusive agricultural transformation”’.

Qualifications and skills

Minimum requirements:

  • Master’s degree in Agronomy, Agriculture economics, Agriculture engineering or equivalent professional experience of at least 10 years;
  • Proven knowledge of policy analysis and communication tools (briefings, concept-notes, study analysis, etc) in the area of agriculture and climate action in agriculture. Ability to analyse information, evidence-based and to translate into policy recommendation
  • Proven knowledge in agri-food systems, value-chains and nutrition;
  • Excellent English communication skills both orally and in writing; at least C-1 level proficiency in English
  • Preferred requirements:
  • Good communication and networking skills;
  • At least B-2 level proficiency in French
  • Knowledge of the Rwandan Government structure, current agricultural policy (PSTA4) and trading position;
  • Knowledge in Kinyarwanda

 

General professional experience

A minimum of 6 years of experience is required.

Minimum requirements:

  • At least 4 years of working experience as an advisor to a Ministry; National agency or a public institution;
  • At least 2 years of experience in a research program in agriculture or relative to climate action in agriculture;

 

Considered an asset:

  • Experience (s) with agriculture sector budget support programs;
  • Experiences in African countries.

 

Specific professional experience

A minimum of 6 years of experience is required.

Minimum requirements:

  • At least 2 professional working experiences embedded in technical ministries or national implementing agencies;
  • Working experience in consolidating collaboration and dialogue between technical ministries;
  • At least 2 years of working experience analysing or supporting agriculture value-chains;
  • Working experience in access to markets specifically through wholesale markets;
  • Experiences in the fields of innovation, conservation agriculture, food safety and/or aquaculture.

Considered an asset:

  • Professional working experiences in gender mainstreaming and gender sensitive actions in the areas of climate action and agriculture including proven experiences in gender action plans;

Key expert : Climate change policy advisor

 

He/she will provide regular policy analysis to the EU Delegation and Ministries in the areas of environment and climate action specifically policy analysis and briefing in the areas of climate change, climate resilience and adaptation, international climate change negotiations.

In collaboration with key expert 5, he/she will provide information and technical advice on sources of funds and their priorities and activities, for example the Global Environment Facility fund, the Green Climate fund or any multilateral, bilateral donors or foundations.

He/she will facilitate the development of technical tools and guidance.

He/she will supervise thematic studies and deliverables from Non-key experts in the environment sector.

Embedded in the MoE, the expert will report to the ministry senior management. He will ensure regular briefings and exchanges with the EU Delegation to Rwanda.

He/she will be involved in collaboration with EU, European Member States and the Rwandan Government in the implementation of environmental aspects of the Team Europe Initiative (TEI) ‘Investing in sustainable and inclusive agricultural transformation”, relative to the Kigali Wholesale Market Project ; he/she will coordinate possible actions with team implementing TEI “Sustainable Rwandan cities fit for the digital age”.

Qualifications and skills

Minimum requirements:

  • Master’s degree in Environment, Environmental science or economics, equivalent professional experience of at least 10 years;
  • Proven knowledge of policy analysis and communication tools (briefings, concept-notes, study analysis, etc) in the area of environment and climate action. Ability to analyse information, evidence-based and to translate into policy recommendation;
  • Excellent English communication skills both orally and in writing; at least C-1 level proficiency in English.

 

Preferred requirements:

  • Good communication and networking skills;
  • At least B-2 level proficiency in French

 

General professional experience

A minimum of 6 years of experience is required.

Minimum requirements:

  • At least 4 years of working experience as an advisor to a Ministry; National agency or a public institution, in the area of environment and climate action;
  • At least 2 years of experience in climate finance.

 

Considered an asset:

  • Experience (s) with EU sector budget support programs;
  • Experience on research programs in environment or relative to climate change

 

Similar experiences in African countries will be an asset.

 

Specific professional experience

A minimum of 6 years of experience is required.

Minimum requirements:

  • At least 2 professional working experiences embedded in technical ministries or national implementing agencies;
  • Proven working experience in improving collaboration and dialogue between technical ministries;
  • At least 2 years of working experience analysing, supervising or elaborating studies in the Environment and Climate change sectors;
  • Proven working experience in fund raising for public institutions or foundations on climate action;
  • Proven working experience in developing research program in Environment.

 

Considered an asset:

  • Professional working experiences in gender mainstreaming and gender sensitive actions in the areas of climate action including proven experiences in climate change gender action plans;
  • Development of best practices sharing with others countries;
  • Experience in coordinating donors and partners in the environmental sector.

He/she will strengthen Public Finance Management (PFM) at central and district level, including consolidation of internal audit systems, improvement of audit performance, supporting ministries in their collaboration with the Auditor’s General Office, budget planning and monitoring and effective spending.

He/she will enhance coordination between MINAGRI, MoE, MINECOFIN and Districts on budget planning and resources mobilisation.

He/she will contribute to consolidate sector expenditure verification in the areas of agriculture and climate action.

He/she will support the EU Delegation and MINECOFIN on economic, financial, sectors analysis link to the budget support process under a sector reform contract.

He/she will supervise thematic studies and deliverables from Non-key experts.

 

Qualifications and skills

Minimum requirements:

  • Master’s degree in Economics, Public finances or Administration or equivalent professional experience of at least 10 years;
  • Knowledge in audits and expenditure review;
  • Excellent English communication skills both orally and in writing; at least C-1 level proficiency in English.

  • Complementary Diploma in Agriculture or environment will be an asset;
  • At least B-2 level proficiency in French;

 

General professional experience

 

A minimum of 6 years of experience is required.

Minimum requirements:

  • Preferably 6, but minimum 4 years of professional experience related to public finances;
  • Professional experiences with local or decentralized authorities;

  • Minimum 3 years of professional experience related to budget reporting;
  • Proven working experience with local authorities or territorial civil service in budget, planning and public finance sector;
  • Proven working experience in audits, preferably collaborating with National Auditor general.

 

Preferred requirements:

  • Experience with European system of accounts (ESA) will be an asset;

He/she will support MINAGRI, MoE and districts in the development and optimisation of their M&E systems. A specific contribution is expected on the NDC MRV-system and consolidation of Paris Agreement Enhanced Transparency Framework.

Embedded in the MoE, the expert will report to the ministry senior management. He/she will collaborate closely with the other technical ministries: MINAGRI and MINECOFIN; and with relevant national funds (eg.Fonerwa) or agencies.

He/she will facilitate the development of technical tools and guidance.

He/she will supervise thematic studies and deliverables from Non-key experts relative to his/her thematic.

Qualifications and skills

Minimum requirements:

  • Master’s degree in Economics, Statistics, or equivalent professional experience of at least 10 years;
  • Proven knowledge in public/private finance;
  • Excellent English communication skills both orally and in writing; at least C-1 level proficiency in English.

 

Considered an asset:

  • Proven knowledge in climate finance;
  • Proven knowledge in carbon credit mechanisms;
  • At least B-2 level proficiency in French.

 

General professional experience

A minimum of 6 years of experience is required. The expert could have mixed experience requirements during the same job, for example 2 years developing information systems in a monitoring and evaluation unit in a climate fund collaborating with an economic planning Ministry.

Minimum requirements:

  • At least 4 years of experience in monitoring and evaluation;
  • At least 2 years of experience in fundraising;
  • At least 2 years of experience in a development or commercial bank;
  • At least 2 years of experience in information systems.

 

Considered an asset:

  • Experience with financial mechanisms as national agricultural or climate funds;
  • Experience in access to capital markets;
  • Experience in blending mechanisms;
  • Collaborative experience with National Finances and Economic planning Ministry;

 

Specific professional experience

A minimum of 6 years of experience is required.

Minimum requirements:

  • 4 years professional working experience in supporting institutional monitoring and evaluation systems in agriculture or/and environment sectors;
  • 2 proven experiences in development and/or implementation of MRV-systems under a NDC approach;
  • 2 working experience in developing agri and/or climate finance strategies and/or financial roadmaps;
  • 2 working experiences in developing bankable projects pipelines, including project feasibility and financial assessments;
  • Proven experience in accessing international sources of finance through the development of concept notes and proposals;
  • Proven experience in carbon credit markets.

 

Considered an asset:

  • Experiences in NDC finance approach; including NDC investment plans, green bonds;
  • Proven experience in integrating NDCs into national planning, budgets and revenue, including carbon pricing, taxes and trading;
  • Proven experience in training or capacity building in accessing international sources of finance through the development of concept notes and proposals;
