Poste : Spécialiste en gestion financière, basé à Brazzaville

L’objectif général du projet est d’appuyer la République du Congo dans la mise en œuvre d’un processus d’aménagement du territoire. Les résultats attendus clés sont l’élaboration du Plan national d’affectation des terres (PNAT), d’un schéma national d’aménagement et de développement du territoire (SNAT) et de deux schémas départementaux pilotes (SDAT). Pour atteindre ces résultats, le projet doit favoriser l’accompagnement interministériel et la prise en compte par les décideurs des recommandations issues des travaux techniques conduits dans le cadre du programme.

La mise en œuvre du programme interministériel est assurée par 4 ministères maitres d’ouvrage, et 6 partenaires techniques internationaux en appui.

Le dispositif d’assistance technique poursuit 3 objectifs principaux :

•       accompagner l’exécution financière du projet, appuyer le dialogue entre les différents acteurs du projet et encadrer le risque fiduciaire
•       contribuer à améliorer la qualité de l’exécution et accompagner la montée en compétences des équipes de la MOA (Ministère de l’aménagement du territoire et autres ministères)
•       soutenir l’analyse des résultats et les apprentissages à partir de l’expérience.

Le spécialiste en gestion financière, membre de l’équipe d’AT composée par ailleurs de 4 personnes, aura pour mission d’appuyer la gestion budgétaire, financière et comptable du programme PUDT en appuyant à la fois l’unité de coordination du projet (UCP) du ministère pilote (Aménagement du territoire) et les Unités de Gestion de projet (UGP) des autres ministères impliqués dans la maitrise d’ouvrage.

Les tâches suivantes seront notamment à remplir :

•        Planification et gestion budgétaire, financière et comptable :
•       Appuyer la planification annuelle des activités sur le plan budgétaire
•       Appuyer les RAF dans l’enregistrement comptable des dépenses (logiciel TOM²PRO)
•       Préparer du reporting, grands livres, balances, bilans
•       Appuyer la production des rapports de justification des dépenses et rapports comptables et financiers
•       Appuyer la réalisation des rapprochements bancaires et suivi des comptes bancaires du programme, suivre la trésorerie
•       Informer en continu l’UCP sur l’état d’exécution financière du programme
•       Appuyer l’élaboration des plans de trésorerie et la vérification de leur crédibilité
•       Assurer d’éventuels ajustements du logiciel TOMPRO pour faciliter l’enregistrement de la comptabilité
•       Appui à la préparation, au pilotage et au suivi des audits externes annuels et des missions de vérification trimestrielle des dépenses :
•       Appuyer l’UCP dans le pilotage des audits et leur préparation
•       Appuyer la préparation et réalisation des missions de vérification trimestrielle des dépenses
•       Appuyer l’UCP dans le suivi des recommandations des audits externes
•       Veiller à l’archivage par les RAF des pièces justificatives
•       Assurance qualité et renforcement des capacités :
•       Mettre en place un dispositif de veille sur le suivi des dépenses et la passation de marchés
•       Participer à la mise en œuvre des procédures budgétaires, financières et comptables
•       Proposer des outils et processus pour mieux suivre et fiabiliser l’exécution financière et budgétaire, participer à leur déploiement
•       Proposer à la suite des audits des mesures de recmédiation et d’atténuation des risques
•       Participation à l’organisation et la réalisation d’actions de renforcement des capacités sur son domaine.
•       Passation de marchés :
•       Appuyer l’UCP et les UGP dans la planification et la préparation des marchés (yc appui à l’élaboration des plans de passation de marchés)
•       Appuyer la préparation des DAO
•       Veiller à la publication des marchés
•       Appuyer l’évaluation des offres et la contractualisation
•        Appuyer le suivi des contrats sur le volet financier et administratif.  

• Qualifications et compétences obligatoires

•       Diplôme universitaire de niveau Bac+5 minimum en gestion financière, audit, comptabilité, finance publique ; Une certification complémentaire en audit ou en gestion de projet serait un atout.
•       Une expérience professionnelle globale d’au moins 10 ans , dont 5 années dans la gestion financière, comptable et budgétaire de projets de développement financés par des bailleurs de fonds internationaux (AFD, Banque mondiale, Union Européenne, etc.).
•       Expérience confirmée dans :
•       La préparation de budgets, rapports financiers et plans de trésorerie ;
•       La gestion multi-acteurs et multi-institutionnelle dans des environnements complexes ;
•       La conduite et la coordination d’audits financiers ;
•       La mise en place ou la supervision de logiciels comptables (idéalement TOM2PRO ou équivalent) ;
•       L'appui au renforcement de capacités des équipes locales
•       Compétences techniques spécifiques attendues :
•       Maîtrise des normes comptables OHADA et des règles de gestion des financements de bailleurs (notamment AFD/CAFI) ;
•       Maîtrise des outils de reporting financier (grand livre, balance, bilans, rapprochements bancaires…).
•       Bonne connaissance des procédures de passation de marchés publics, en lien avec des projets financés par des bailleurs internationaux.
•       Bonne maîtrise du logiciel TOM2PRO.
•       Maîtrise avancée d’Excel, et bonnes compétences en outils bureautiques (Word, PowerPoint).

IRAM is looking for the following national positions for a tender for the Svay Check project in Cambodia

The Ministry of Water Resources and Meteorology   and the Mnistry of Agriculture, Forestry and Fisheries intend to develop and implement the Svay Check River Restoration and Management project with support from the AFD. The project duration is 6 years. Ministry of Agriculture, Forestry and Fisheries is seeking to mobilize a specialised service provider to support the project’s management unit under MAFF GDA and MOWRAM for FWUCs support.

In order to participate to the tender, IRAM is looking for the following positions (all national experts)

Team leader (KE1) :

Senior expert with qualifications and experiences in social engineering and sustainable development in Cambodia with experience in the management of agriculture related development projects and water management in irrigated schemes.

Qualification and experience:

Master’s degree in a relevant field and a minimum of 12 years relevant experience including at least 12 months in at least one developing country

Fluent in spoken and written English as well as spoken and written khmer

Experience in agriculture related project management

Experience in water management in irrigated schemes

Experience in M&E

Experience in support to national institutions

Deputy team leader (KE2)

Expert with qualification and experience on agriculture development and certification processes. He/She will have experience in social sciences and be experienced in promotion of gender equality, women’s empowerment, participatory approaches and social inclusion in the context of donor funded projects in agriculture of rural development. Previous experience in providing capacity building to cooperative and other producers’ organisations in Cambodia is mandatory and previous experiences on certification processes if preferred  

Qualifications and experience

Master’s degree in a relevant field and a minimum of 10 years of experience

Fluent in spoken and written English as well as spoken and written khmer

Experience in agriculture related project management

Strong experience in cooperatives and producers’ organisation capacity building

Local development specialist (KE3)

HE/She will have a profile in local development, participatory approaches, consultative processes, multi-stakeholders’ decision-process, local governance, inclusive development and due diligence in the context of deconcentrating and decentralization of Cambodia.

Qualification and experience

Master’s degree in a relevant field and a minimum of 10 years of experience

Fluent in spoken and written English as well as spoken and written khmer

Experience in local planning, decentralized and participatory planning methodologies and inclusive development

Knowledge of nature-based solutions and support to agroecological transition will be an advantage

  basic skills in geographic information system will be an advantage

KE4-KE5- Lead Experts-Agroecology, sustainable agriculture and agribusiness specialist

Profile specializing in agroecology and nature-based solutions for sustainable agriculture practices, extension, dissemination and adoption of novel production practices

Experience in market linkages and partnership between farmers’ associations and private sector entities as well as certification schemes (organic, SRP, RegenAgri…). The two dimensions of the profiles are critical to ensure full integration of both dimensions in the promotion of sustainable commercial production.

Qualification and experience

  Master’s degree in a relevant field and a minimum of 10 years of experience

Strong experience in support to development of sustainable agriculture/support to agroecological transition

Experience with strengthening pro-poor value chains

KE6-FWUC/MAC specialist

HE/She will have a profile specializing in participatory irrigation management and development, focusing on integrated social water management and FWUC development in line with MOWRAM policy framework.   He/She will have hands-on understanding of governance and management tasks under the mandate of FWUC/MAC

Experience and qualification

Master’s degree in a relevant field and a minimum of 10 years of experience

Fluent in spoken and written English as well as spoken and written khmer

Experience in supporting producers ’organisations in charge of O&M   of irrigation infrastructures  

Experience with stakeholder consultation and support to participation

Knowledge of irrigation agriculture infrastructure management will be an advantage

Knowledge and experience with agroecology will be an asset

KE7- Irrigation O&M specialist

He/She will have a profile specializing in technical aspects of operation and maintenance of irrigation infrastructures in the framework of the participatory irrigation management and development, and integrated social water management (ISWM), in line with MoWRAM policy framework.   He/She will have a deep and hands-on understanding of operation, maintenance and repairs of irrigation infrastructure, focusing on irrigation service planning, implementation and monitoring.  

Experience and qualification

Master’s degree in a relevant field and a minimum of 10 years of experience

Fluent in spoken and written English as well as spoken and written khmer

Experience supporting producers ‘organisation irrigation schemes

Experience with survey and design process for irrigation schemes’ infrastructures

Experience with capacity building and follow up of PO on O&M management plan, irrigation service plan, water distribution, maintenance and repairs of infrastructures
