Strengthening the cassava value chain in Liberia – boosting sustainable production, processing, and market access

 

IRAM

 

IRAM is a non-profit research and consulting firm with around forty employees and a strong self-management culture. IRAM specialises in rural development, particularly in Africa and South-East Asia, and works on a wide range of issues, including farmers' organisations and agricultural sectors, public policy, decentralisation and civil society organisation, pastoralism, irrigation, and more. IRAM is active in three main areas: conducting expert/advisory missions, providing technical assistance teams and implementing projects.

 

The project

 

The overall objective of the Action is to contribute to increasing the competitiveness, inclusivity, and environmental sustainability of the cassava, fisheries, and wood processing value chains in order to foster decent job creation, economic growth, and competitiveness of Liberian Micro, Small and Medium Enterprises (MSMEs). Its specific objective is to ensure that MSMEs, with a particular focus on those owned by women, youth, and persons with disabilities, increase their productivity and production quality so that they are able to provide decent and inclusive job opportunities while committing to environmental sustainability standards. To achieve this, the Action is structured around three main result areas:

I. Strengthening policy and institutional frameworks;

II. Boosting production and value chain development in the cassava, fisheries, and wood sectors.

III. Enhancing human development through improved access to skills, decent work, and inclusive economic opportunities.

 

The specific objectives for the cassava intervention are:

 

To improve the productivity and resilience of cassava farmers through access to improved planting materials, adoption of climate-smart agricultural practices, and the promotion of sustainable and market-oriented farming systems.

2. To reduce post-harvest losses and increase value addition through improved storage, processing, and packaging capacities for cooperatives and MSMEs engaged in cassava transformation.

3. To strengthen the market position of cassava products by facilitating sustainable market linkages, improving competitiveness, and reducing dependency on imports.

4. To enhance financial inclusion and business development support for cassava producers, processors, and MSMEs, with a particular focus on women-led and youth-owned enterprises and enterprises owned by persons with disabilities (PWDs).

5. To build institutional and organisational capacities of farmer cooperatives, business associations, and sectoral stakeholders to ensure effective participation, coordination, and long-term sustainability of cassava value chain development.

 

LE POSTE

 

Titre du poste :

Team leader/senior value chain expert

 

Principales missions :

Management of the team of experts.

Technical contribution to the activities of the work stream.

Preparation of project reports.

Supervision and contribution to the five main workstreams:

Assessment and Stakeholder Engagement. This will involve a comprehensive mapping of cassava production systems, processing capacities, financing mechanisms, and market opportunities.

Sustainable Production and Farmer Capacities. This workstream will focus on improving yields and resilience by providing access to improved planting materials, promoting climate-smart agricultural practices, and strengthening farmer cooperatives to achieve economies of scale and improve representation.

Processing, Value Addition, and Market Access. This workstream will enhance the competitiveness of cassava MSMEs and cooperatives by improving processing techniques, food safety, packaging, and storage, while also supporting the development of inclusive and sustainable market linkages at local, national, and regional levels

Financial Inclusion, Business Development, and Policy Dialogue. this will promote access to innovative financing instruments, financial literacy, and business coaching, particularly for women, youth, and persons with disabilities, while also engaging in dialogue with institutions to strengthen the policy and regulatory environment of the cassava sector.

Monitoring, Evaluation, and Governance Participation to ensure accountability, transparency, and alignment with project governance mechanisms

 

Qualification and experience

Advanced degree in agriculture, agribusiness, economics, or related field.

• At least 10 years of professional experience in value chain development, with a strong track record in cassava or staple food crops in Sub-Saharan Africa.

• Proven experience in leading complex, multi-stakeholder projects funded by international donors.

• Strong skills in project management, stakeholder coordination, and reporting.

• Familiarity with EU-funded projects and experience in Liberia or West Africa is highly desirable.

 

 

Duration :

The assignment willl be implemented over 44 month

Start date :

Tentatively march/april 2026

Localisation :

Position based in Monrovia with regular travels in the country
